What are Redevelopment Agencies?

Community Reinvestment Agencies (CRAs), also known as redevelopment agencies, are quasi-governmental entities formed to manage development projects in specific areas. They are funded through Tax Increment Financing (TIF), which uses property tax revenue generated by increased property values within the project area. Instead of going to taxing entities, this revenue is directed to the CRA for redevelopment purposes as outlined in Title 17C of the Utah Code.

CRAs are established by cities or counties and governed by a board, usually consisting of city or county council members. The Community Reinvestment Act has evolved over time, previously being known as the Neighborhood Redevelopment, Economic Development, Urban Renewal, and Community Development Acts.

Utah Redevelopment Agency Database

Starting in 2022, all agency annual audit reports are available on the Utah Redevelopment Agency Database portal, hosted by the Governor's Office of Economic Opportunity. These reports, filed annually by Redevelopment Agencies, provide updates on project budgets, milestones, and the use of Tax Increment financing.
